Comprehensive Annual Financial Reports

Purpose

The Comprehensive Annual Financial Report (CAFR) of the Roanoke Valley Resource Authority (Authority) is a detailed presentation of the Authority’s financial position and activities for the fiscal year.

This audit was conducted in accordance with auditing standards generally accepted in the United States of America, the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States; and Specifications for Audits of Authorities, Boards and Commissions, issued by the Auditor of Public Accounts for the Commonwealth of Virginia.

Reviewing the Report

This report consists of management’s representations concerning the finances of the Authority. Consequently, management assumes full responsibility for both the accuracy of the data and the completeness and fairness of the presentations, including all disclosures. Management has established a comprehensive framework of Internal control to provide a reasonable basis to make these representations. Because the cost of internal controls should not exceed anticipated benefits, the objective is to provide reasonable, rather than absolute, assurance that the financial statements are free of any material misstatements. 

To the best of our knowledge and belief, the endorsed financial data is accurate· in all material respects and fairly presents the financial position, results of operations and cash flows of the Authority. All disclosures necessary to enable the reader to gain an understanding of the Authority’s financial activities have been included.
